At present the epidemic of HIV/AIDS in the Russian Federation continues to develop, which is connected to joint and multiple usage of syringes by injection drug users. The goal of this report is to analyze interviews with injection drug users in three Russian cities and to consider possible factors that influence access to sterile needles and syringes for drug users in general, and to focus scientific interest on more detailed and concrete consideration of certain factors that influence programs, as well as their effectiveness, attractiveness, clients and scale of work.
