The book gives an opportunity to the Russian decision makers who form policy to consider experience gathered by other countries in the sphere of fighting with the epidemic of HIV. In the first section of the book we considered the impact of the existing policy on the epidemic development in Western Europe and some other countries. In the second section there are proofs that the most vital components of successful programs are effective policy, far-sighted managers and adherence to fighting against HIV/AIDS, involvement of the civil society and making decisions on the basis of scientific facts. In the third section there best international practices. Annexes include comparative description of programs in the countries where the spread of the epidemic was handled.
